What is the Clipboard Recorder?
The Clipboard recorder allows you to add images to ScreenSteps using any application that can copy images to the system clipboard. This could be another screen capture utility, a QuickTime video, or another graphics application.
To activate the Clipboard Recorder just click on it.

so this is probably some dumb question on my part, probably due to lack of sleep, but I can't figure out how to use my screen shot to capture a picture to the clipboard. I see it blink red and that's all cool but I have no idea what's it's doing when it's blinking red.

I join to the question of the person above me. It blinks but now what?

This is principally used if you want to integrate with 3rd party screen capture utilities. Since the clipboard recorder with add any image that is put on the Mac or Windows system clipboard you can setup the 3rd party utility to output to the system clipboard and the images will show up in ScreenSteps. For example, this is how you would configure SnagIt to work with ScreenSteps:
Using SnagIt with ScreenSteps
I also use this feature to copy frames from videos or capture individual PowerPoint/Keynote slides.
If you just want to use ScreenSteps own screen capture tool see this lesson:
Using the Capture Tool
